Event Summary

This webinar will explain the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) role and responsibilities during natural gas emergencies, the regulatory framework and requirements for industry personnel, the importance of communications both before and during an emergency, and adhering to the Pipeline Safety Regulations and industry standards to minimize natural gas emergencies.

Attendees will receive 1.5 Professional Development Hours (PDH) upon completion.

Meet Your Instructor

James Kelly
PHMSA


James joined the Office of Pipeline Safety, Pipeline and Hazardous Materials Safety Administration (PHMSA) in 2016 as a Community Liaison Program Manager.  In this capacity, he promotes pipeline safety and environmental protection.  He is directly responsible for developing, executing, and monitoring pipeline safety programs and initiatives to build trust through stakeholder engagement, outreach, and response. In addition, he serves as a trusted and credible agent of public safety, routinely addresses stakeholder concerns related to public inquiries, and provides community assistance and technical services to various stakeholders promoting pipeline safety at various forums. James has also served in the role of Acting PHMSA Executive Officer where he worked as an advisor, facilitator, and coordinator for the Deputy Administrator and Executive Director.

Before joining PHMSA, James worked for the U.S. Department of Defense, Fleet Readiness Support Center Southeast, where he served as the Lead Electronics Engineer.  James led and managed engineering programs on the aircraft survivability equipment readiness team.  He investigated and resolved technical challenges for avionic and aircraft transportation and fueling systems.  Previously, James provided engineering, logistics and program management expertise at the Naval Air Warfare Center Aviation Division and Marine Corps Systems Command.  James also served eight years in the United States Navy as an Aviation Electronics Technician, and he currently serves in the United States Naval Reserve Program as an Aerospace Engineering Duty Officer.

James holds a Bachelor of Science degree in Electronics Engineering from Florida A&M University, and a Master of Science degree in Engineering Management from the University of South Florida.
