Workshop Description
The “OSHA Excavation Safety: Competent Person Training” workshop has been designed for industry operating personnel and their contractor partners engaged in pipeline excavation activities. The Workshop addresses PHMSA and OSHA’s regulatory requirements for excavation safety and the requirements for individuals trained as “Competent Persons” to maintain excavation safety.
Course Summary
This 1-day workshop addresses OSHA and PHMSA’s Excavation Safety regulations. The workshop content and classroom exercises are designed to explore elements of the trench collapses and cave-ins that pose risks to workers’ lives. Safe excavation operations can reduce worker exposure to other potential hazards, including trench collapses, falls, falling loads, hazardous atmospheres, and mobile equipment incidents. The Pipeline Operators must comply with the trenching and excavation requirements of 29 CFR 1926.651 and 1926.652, or comparable OSHA-approved state plans requirements and DOT regulation 192.605 (b) (9) addressing excavation inspection. This training will benefit experienced pipeline operating personnel, supervisors, engineers, and new entrants to the pipeline industry.
Attendees will qualify for 7 Professional Development Hours (PDH) upon completion.

Tom E. Pendleton is the President and CEO of PenEdu Learning, LLC, a training solutions provider. Prior to forming PenEdu Learning, Tom worked 38 years for a Houston based energy company, CenterPoint Energy, Inc. During Tom’s industry career he was involved in the natural gas distribution, gas transmission (pipeline), hazardous liquid pipeline, processing plant (fractionation) operations, petroleum marketing crude and gas liquids, Chemicals, Transportation, Risk Management, Environmental (air, water, waste), OSHA Safety, and Technical Training. For the past 17 years, Tom has been responsible for Workforce Development, Technical Skills Training, and Operator Qualification. Additionally, Tom directed an Internet-based training company, creating and marketing online training.
