The Pipeline Emergency Response Initiative (PERI) first started in 2012, to develop a training and two way communication program for first responders and pipeline operators. The efforts started in Georgia with a group of committed stakeholders including pipeline operators, government regulators and emergency responders and has now spread to a number of states across the United States. Join the SGA Emergency Management Committee, PHMSA, and PERI committee members to hear about the initiative from a federal level, as well as from the states of Georgia, South Carolina and Oklahoma.

Meet the Experts

Arti Buff Headshot

Arthur Buff, PHMSA

Arthur (Artie) serves as a Community Liaison Manager for the Pipeline Hazardous Materials Safety Administration’s Office of Pipeline Safety.  Although a Washington D.C headquarters employee, he works out of the Southern Region office in Atlanta.  As a Community Liaison Manager, he promotes public safety, environmental protection, public awareness, and damage prevention.  He also responds to public complaints and inquiries. Artie earned a Bachelor of Science in Civil Engineering from Northeastern University and a Master of Science in Sanitary Engineering from Georgia Tech.  He is a Georgia Registered Professional Engineer.

Robert spent over 34 years in the Georgia fire service with the Warner Robins Fire Department with 17 of those as fire chief before retiring on Sept. 1, 2016. Robert has been a board member of the Georgia Association of Fire Chiefs since 2006 and has served as Secretary, 1st VP, President, Immediate Past President and now Parliamentarian. Georgia’s Pipeline Emergency Response Initiative (GPERI) started during Robert’s tenure as President of the GAFC so it was a smooth transition for Robert to begin working with the Georgia fire service and the gas pipeline industry as a marketer/promoter of Georgia’s PERI program.



Glen Boatwright, York County Natural Gas AuthorityGlen Headshot

Mr. Glen Boatwright has twenty-five years of experience in the energy industry, primarily focused in the natural gas pipeline sector in the safety, compliance and emergency planning/response areas. He currently serves as Director of Regulatory Compliance/Principal Consultant for York County Natural Gas Authority. In this capacity, he manages various pipeline and worker safety compliance programs as well as provides consulting to other energy providers.  Mr. Boatwright holds a Bachelor of Arts degree from the University of South Carolina in Political Science and is based in Rock Hill, SC.

Steve Wood, Director – Emergency Management, works for ONE Gas, Inc., a natural gas distribution company serving two million customers in Kansas, Oklahoma, and Texas. In his role, Wood manages the overall emergency response, preparedness, and planning activities of the organization. Wood has 29 years of experience working for ONE Gas, Inc. and has served in various operation leadership positions throughout his career. Wood currently serves on the Oklahoma Pipeline Emergency Response Initiative Board of Directors. Wood holds a Bachelor of Science in Accounting Degree from Northeastern Oklahoma State University.
