THE ISSUE

Originally pipelines were constructed in remote areas wherever possible in order to minmize risk with respect to public safety. Over the intervening years villages, towns and cities have grown so that subdivisions are now being built in closer proximity to those pipelines.

This encroachment raises the potential risk of any failure that might occur in those locations. With this issue in mind, the Pipeline Safety Improvement Act of 2002 in Section 11 addressed ways to better understand and deal with this phenomenon.

Additionally, Transportation Safety Board Report 281 "Transmission Pipelines and Land Use - A Risk-Informed Approach" provides useful insights.

The pipeline industry is tackling the issue on several fronts including:

  • Establishing and improving "One-Call Centers"
  • Establishing and implementing "Best Practices" (See Common Ground Alliance)
  • Modeling and monitoring growth of population near pipelines

Opportunities for improvement do, however, remain including:

  • An enforceable sytem of fines and other penalties for third parties who do not adhere to laws, rules and regulations regarding excavations
  • Clearing of rights-of-way. Aerial, vehicular and foot patrols can not be effective if the ROW is overgrown with brush and trees. Likewise the overgrowth inhibits verification digs after pig runs and makes repairs difficuklt to carry out. Landowner cooperation can be a problem.
  • Zoning, setback issues
